Eyes should be pointing inwards to the portal. I didn't mean to imply that the strongholds themselves were necessarily on the circumference. If you are low on obsidian, you can skip the corners. Don't put it off, go kill that Dragon. What makes you think that strongholds are exactly on the circumference? This is unlikely as long as the two points were less than a few hundred blocks away from each other.

I'm about to do it again on another server. It'll kind of glitch out and let you see what's around you. Most parts of the stronghold can be overwritten by ravines, caves, abandoned mineshafts or dungeons; but it is very rare that the end portal is replaced, which would force a player to find one of the other strongholds. If it flies behind you, walk to where it lands, throw and repeat until it flies into the ground. When loading a seed from a level, the seed will automatically be stored as a level. This last world I spawned into is amazing, but there was only one stronghold and no libraries.
Use the command to get into the cart. Here's how to find it. By clicking on either of them, the map will automatically jump to the selected position. You will find strongholds in the green bands in the image below. Then, jump into the portal to fight the Ender Dragon. The actual coords were X: -940 Z: 421 I found the distance of that stronghold from 0,0 and it came out to be about 1030.
Also remember that the more chunks you make load, the more likely you are to get a fortress to spawn. I do it to find strongholds and libraries. That's the easiest, but obviously a cheat. That's what's arbitrary about your method. Make sure you're well equipped before you set out on this long and difficult quest.
Write down the x, z, and Facing values on your screen. Most people do not follow the right direction and their portal never works. An eye of ender is now used to craft an. No offense intended, but claiming the wiki is the less reliable source here is silly. There is really no point in going to the end on peaceful mode.
They are generated randomly in the underground. Better: Additional measurements give you an even better bearing. The only way to tell for certain--without the use of mods--is to check, and to do that you will need to search carefully. Set down the rail, set the mine cart on top, and then place the tnt directly on top of the mine cart. There should already be 1 or 2 of the Eyes of Ender placed for you, so you only need to add the other 10-11 Eyes of Ender to complete the end portal. They spawn in light levels of 7 or less.
You haven't done so yet. The Eye has a 20% chance of shattering. After the infdev Infinite Development version of Minecraft, finding some gold would leave hardly a dent to the amount of resources left. The only 100% way I could guarantee that you will spawn in a world that contains a stronghold with a library or a stronghold intertwined with an abandoned mine-shaft is by knowing of previous worlds that have been known to contain them, and then using their seeds when I generate a new world. Finding and activating an End Portal requires ingredients you can only find in the Nether, Minecraft's underworld. You can always remove and add the marker by double clicking on the map.
